I CHAIRED a DVLA conference on reducing vehicle crime the other day and the assembled chief constables, transport experts and govern- ment officials were all agreed that the biggest threat to the safety of Britain's roads is uninsured drivers.

I've been banging on about this for months...and it's getting worse. Latest figures from the Department of Transport show that five per cent of cars are uninsured.
