DRIVERS are losing millions of pounds a year to car park machin es that don't pay out change.
Pay-and-display operators are cashing in on motorists who don't have the exact coins. A driver who only has a pounds 1 coin for a 40p ticket, for example, gets nothing back while parking operators pocket the 60p difference.
